There are a lot of edits allowed, and straightening images and cropping is definitively allowed.
Easiest way to explain what you can do;
Just about anything that is applied to the whole image. e.g. you can desaturate by channels (remove all red, etc), but you can't desaturate part of an an image, by using masks etc.
Lately rules have also been changed to allow burn and dodge, which has of course been used in darkrooms forever.

I think this picture was shot while driving ... Isn't it ?
Well that's what this blurry part makes me think and it doesn't disturb me.
I feel like I'm in the same car as the author.

Yes, this was taken while driving. I kind of thought the affect was cool.
A mare and her foal enjoy a nice day of grazing on a farm in Oregon.
I took this picture with a Nikon D5000 and a telephoto lens. I cropped this photo using iPhoto, but no other editing was done. (5 years and 2964 days ago)
There is a way to shoot through mesh fences so that the fence does not appear - I have used the method a number of times in crocodile enclosures and emus etc using shallow DOF and longer zoom - if it's OK to post links then you can check here:
Just thought it might be useful. The picture isn't the best for this example and you can use auto focus if you prefer to manual focus like the writer stated
Nice image, very poetic for a farm pictures contest, good luck!

With this Photo I intentionally left the fence in focus, because I felt it added to the affect. I have others without the fence and don't like them nearly as much.

I appreciate the input and suggestions though, thank you!

It would look better if the horizon was even - it leans down to the left too much and is distracting from the focal point.
This was taken while driving, and we aren't allowed to edit for this contest so I didn't adjust it.
