Using invert and desaturate on the duplicated image with a layer mask, masking all the b/w layer and reveal "snow" with different brushs, hardness and opacity... for the falling snow I use monochrome noise on a black layer.. gaussian blur, and the level adjustments, screen for the blend mode..
