Cut out and clone.
Get an external source.
The right amount of blur for depth creation.
Added some text and distorted this text using displacement map little ripple and some hand work.
Some color correction of the foreground image together with the text, to match the background.
Added a little shadow on the sign it self ( the edges ) (5 years and 3361 days ago)

I will suggest to add shadow at bottom and use some Burn tool on No entry board (side not on text)

Since i have uploaded it in this contest first i'll keep it up in this one.
But i am a big fan of sarcasme and dubble meanings, so knowing about this other contest makes me want to make another piece
