In Photoshop Elements 9 Layer Masks were introduced. Now you can easily add a Layer Mask to any Layer with a click of the mouse.
For earlier versions of Elements there is a work-around to allow you to use a Layer Mask. It's a little less convenient than one click of the mouse but it works just as well.

If you apply an effect to an image, you might decide you don't want it overall. If your effect was done on a duplicate layer you could erase the part you don't want affected, and let the original show through. But once you erase it, there's no going back. That's the advantage a Layer Mask gives you. You can bring back all or just part of the effect and it's easily adjusted.
This tutorial shows a trick for using Layer Masks with versions of Elements before version 9 when Layer Masks were first introduced.
