Put cow into Back Ground layer and match color and contrast (levels for contrast)

In a separate layer below cow layer make a shadow using black with brush tool and use your opacity for the shadow density

Add another layer above cow layer and add some color on cow that matches neon sign

add bottle and skew it so it looks like it is leaning on step

In a seperate layer below bottle layer add dark shadow using brush tool

In another layer type in text then rasterize it

In a separate layer below text layer blur it using Gaussian blur

Also add some warm color below the sign on the background image.

Finally in a separate layer add to the top of all the layers fill it with a nice warm color and use the opacity for the amount and density of color you want.
