Isolate the statue. Delete the background. Duplicate statue. Flip vertically. Use perspective tool.

Ripple the perspected layer.

Set layer mode to grain merge. Lower opacity.

Duplicate the background layer. Flip it vertically. Place it over the water. Set the layer to overlay.

Create a new layer. Fill it with a pattern. Select all. Shrink the selection. Clear the selection, then dismiss it. This creates a frame around the picture.
