made a rough cutout of the lady picture.

Hair cutout is difficult, so I used a different layer to avoid the cutout. I went to levels and made background areas pure white. After I changed the layer effect to multiply to get the cutout feel here.

Now I fixed both the layers in the blue background.

Added another layer and used cloud filter here.

I gave luminosity to the layer to get a bluish tone. After that I darkened some areas using burn tool & lightened some areas with dodge tool.

I added some light beams. Using lasso tool I created a selection and filled white in a new layer. Then I blurred the layer, and erased the bottom edges, and changed the layer effect to overlay.

Using brush (smoke brush downloaded from deviantart.com) I created the smoke.

The same technique I used in the step 7, I used here also.

Added some stars(brushes) in different sizes to create a heavenly mood. After all these I adde an adjustment layer on the top of all other layers and used channel mixer to get a differnt blueish green tone.
