Duplicated the image.. Applied Gaussian Blur of radius 14 and then set the layer to overlay mode. This removed most imperfections in her skin and 'brightened' her up.

Fixed the remaining skin imperfection with Healing tool.

used dodge tool of low exposure (9%) and smal radius to 'lighten' her up.. the dark spots in her face were identified by using a CURVES adjustment layer and darkening the image.. the dodge tool was the applied at those dark spots on the face. her lips were made red using color adjustment..

The loose strands of her hair were removed using clone stamp tool with screen and multiply modes.

Dodge tool was used to make the skin near her eyes fairer. Some strands of her hair were painted using the brush tool and some hair was patched to make her hair more thick..

The eye balls were made more white and the redish gray streaks were removed. Her left eye (which is a bit closed in the source img) is made to open up a little more..

step 1 is repeated after flattening the img.. opacity of the overlay mode layer is reduced (25 %)to make her just a little more fairer rather than glowing white.

Finally, reduce her lips width and make her smile a bit using liquify tool..
