cleaned up the fan -the hardest part- used eraser & brush here & there.
changed the brightness/contrast of the man layer.
copied man, turn him black & flip it, changed blending option to soft light.

added the speed to the fan by drawing black lines & using stylize --> wind, i used free transfer-->wrap to each line to make it fit

i wrapped the poor man's shirt in the fan & used blue photo filter
