First opened up illustrator, created a document and placed the mascot image in it...

Now created 5 character based on the mascot...

Now exported them and placed them accordingly in a psd document...

Now made the flats using solid color adjustment layers...
step 5 of 8
Now did the shading by painting over a hue/sat adj. layer clipped with each flat color layers with a 20% opacity soft brush...
step 6 of 8
Now colored and shaded the other characters as well...
step 7 of 8
Now I cropped the image and flattened all the characters...
Now made a group shadow of them, blurred it a few times and made opacity 50%

Now giving a little spotlight effect and giving the gun some smoke...
