First loaded wazowski pic in illustrator and locked it's layer...

Now created a basic guide layer and with color blue, just stroked a casual blue guidelines...

Now I imported the file into photoshop...
I use illustrator for quick sketch to get the basic idea going and for coloring and detailing photoshop...

Now set the opacity of the imported image and made a new layer above it...
And started to trace with a pen tool...

After tracing it looks cool... Pen tool does wonder, and btw I didn't use the stroke function but the fill function...

I didn't like some part... The right brow, the eyes were too big and the mouth...

Now I masked some area of the face to be able to make the beard...
With a 5 px 100% hard black brush with pen pressure on and with a pen tablet, I made the beard...

After making the beard, I noticed the beard and the outline don't match...
I could have edited the thick line art... But i didn't... I thought lets go rough style...
So I did the entire sketch with a pen tablet...

I didn't like the mark under his eyes and his eyes were a little cross...
So corrected it...

Did some touch up, made some shadow and added a ground shadow...
And added a motion line...
