Used liquefy on the face to emphasize certain facial features. Also enhanced her breasts just because I could.

Created a new layer and copy/pasted the head. Transformed it to be larger and then used a layer mask to blend it.

Blurred the background as it was too distracting.

Used different filters to give the image a painted look. Also adjusted the lighting.
