I created a snowy texture based loosely on a stone wall tutorial (http://www.lunacore.com/photoshop/tutorials/tut028.htm) and substituted the desired snowy shades fron the original stone shades.

I drew an igloo-style grid over the source pic, then isolated the pen work to drag over my snow texture.

Condo is placed onto the hillside and a door is cut in with mask and soft brush. A shadow is begun behind the structure.

Shoveler was dropped into the scene, shaded with brushes, etc. The snow texture was dragged onto the picture so I could cut out some snow to look piled beside the dug path. It's kind of hard to see in this shot.

I've highlighted and shadowed the structure, started the path leading away, and added blowing snow. (note that the man in the window is not included in the final-his source not recovered until after I removed him)

The shoveler's girlfriend moved in so the guy in the window was replaced by her. ;)

The girl is chopped into her place in the window. Her body was also shaded somewhat.
