First I duplicated the source pic, and set the new layer to Multiply. Then filled the OBEY text with the rock texture with inner shadow.

Rust streaks copied, distorted, blurred, and added as adjustment later on Multiply.
step 3 of 4
Isolated the white parts of the windows & added the texture at low opacity for more grunge.
step 4 of 4
Sharp reflections in windows blurred for a little extra creepiness factor...
