This is Cornelia's photo that I have used.

I made a random selection from Cornelia's hair using the pen tool.

I copied/pasted the piece of hair multiple times and rotated it keeping the center always in the same position to render a round shape.

Merged all hair layers from step 3 and created the new hair shape and fringe.
step 5 of 12
Finished hair.

Added wings and neck pattern by using the same hair shape but resized it bigger and colored it slightly.

Added mask and eyebrows.
For the mask I changed blending mode to hard light to make it see through and colored it in deep red.

Added tiara by using the same shape and rewarped it slightly for perspective purposes.

Did some coloring and added gaussian blur to the wings. Also changed blending mode for wings to screen to make them glow.
step 10 of 12
Did more coloring using a soft brush in different tones of pink (light pink for highlights and dark pink for shadows).

Added glitter.

Finally added a gradient adjustment layer, changed blending mode to overlay to light up the whole image and specially the left side of the face.
