started by going to adjustments and then adjust brightness/contrast after you cut out the image

then make a nice aura, with the fibres filter and the motion blur make the lines and add the rainbow colors by using a gradient overlay

now i added some 'tatoo's' on his face, and created a layer group with a blend mode set to color dodge and with the brush i created the 'light bubbles', blurred one layer and let the other sharp. pressed ctrl/cmnd + u to darken his eyes.
step 4 of 4
last step was to duplicate the original layer of the man and go to edit>adjustments>desaturate placed it on top of the original layer and set the blending mode to vivid light. and that's the final result.
