Open up the levels dialog, crtl + l. Change the midtone level to about .40, then change the highlight level to around 200. Click O.K. The image will look dark and muddy, but that it how should be.
Select the burn tool. In the option bar, select Shadows for the range and set the exposure at 30%. Use a soft brush to darken around the eyes, cheeks and forehead. Then change to the midtone setting and darken the areas around the shadowed areas slightly.
Oce again go to the image menu. Go to mode >Duetone, and in the type menu select Duetone. Click on the white swatch box and change the color to a tan when the color picker pallet appears. Click O.K.
