created some grey clouds with clouds brushset.

some more red clouds on a new layer above the grey clouds layer.

some more clouds but this time the color is yellow, magenta and shades of these colors.

added some more clouds this time black.

added clouds again - red, magenta, black to cover the middle part of the image. this is to add a eye level contact point for viewer.above this level the clouds are covered with the source image arch roof.so no point in making th clouds heavy.

The background blue-white color seen in the source image is remved by color range option.slight change in the image levels. then added some glowing edges & now layer blending.

the image is finished. but I added an extra layer by duplicating the previous layer with layer styles and then tok a new layer above it, linked them and merged the layers, made some brightness change and thats all.
