Flood Fill, add new layer then use a custom brush and paint swirls all over.

add a new layer and flood fill with a texture and set the opacity of the layer to around 57

add a new layer and use the airbrush tool to make lines. I set the layer blend mode to dissolve and brought the layer opacity down. I tweaked the other layer's opacity at this time to my desired look.

I then added a new layer and flood filled with a different texture and set the blend mode to Burn.

I then messed with the layer's opacity again and added a new layer. I used a custom brush (an eye) and placed it in the corner. I changed the custom brush to a star figure and started along the corner and put a few across to the other edge and there is the finished project.
