First I masked out the girl, turn it black and white (green filter in B&W option) and applied slight retouch.

Added grunge background and burn it a little bit=)

Added brown (8b5c01) correction layer.

Moon, created with my favourite moon and stard brush set...

Stains and splatters, oh eyah, going grungy!

One more splatter and colorful lines (I saw it in one of the tutorials couple of months ago, thought it could work out for this pic).

Copied eyes from original picture and retouched it a bit.

Final image has a touch of poster edge filter...
