First of all I cut out the Jelly, I did this using a colour ranges.

I took the jelly and stretched it to fill the width of the screen and just over half of the height. I colourised it with hue and saturation levels, I then duplicated and flipped vertically, changed to a lighter blue with Hues and blended the edges to create me background and water.
step 3 of 5
The Main Jellyfish is made up of the jelly, a smaller duplicated placed behind and darkened, then the tentacles which are made from lots and lots of small stretched jellies, I used warp and distortion to achieve this.

Created 2 more jellies, changed colours and lightness and used warp to change them from being identical to each other.
step 5 of 5
Use the same method that was used on the tentacles to create seaweed. I also added some bubbles I made from scratch.
