Created a saturated copy then used the hard light blending mode.

Simply used a few dabs of a grunge brush on the chest.

I used a light wired brush to create the white inside the black. I also duplicated another saturated layer, but inversed it this time. Then I used the difference blending mode.

Simply Used the diffused glow filter, then reduced the opacity of the effect.

At this step I added some text.

Then i added some more text, and i gave the background some texture to try and balance out the white.
