Create a new layer. Draw random squiggles in some kind of helix shape.

Smudge the squiggles into a whisp. Set the whisp layer to the Screen blending setting. Create a new Layer. Create a custom scatter brush with a fade effect. Draw more squiggles. Apply the Outer Glow layer style. Set this to the Screen blending setting as well.

Use the elliptical marquee to select most of the right side of the blue whisp. Erase with 20% opacity on the eraser. Feather 200 px. Repeat these steps 2-3 times.

Add lens flare.

Set the opacity of the whisp and scatter layer to 70%
