Duplicate the original layer. Use the difference clouds filter and set the layer to color dodge.

Use lens flare to make tears.

Draw on the color dodge layer with the paintbrush tool the color blue.

Select the blue area with the magic wand. Use the the texturizer tool with the burlap setting.
step 5 of 5
Draw a pupil on the same layer with the brush tool and blur some edges to make it look a bit cleaner.
