Duplicate the girl several times. Use the difference clouds filter. Then use glowing edges. Set this layer to soft light.

Blur the cloud layer and desaturate it.

Render lighting effects in the cloud layer to match the girl.

Render lens flare in the eyes on the original layer with the girl.

Create a custom scatter brush. Draw random white dots with it. Set a light blue Outer Glow on it. Switch the blending to Darken.

Add motion blur to the layer with the magical circles.

Use the Variations tool to make the whole thing more green and the shadows and highlights darker.

Select just the lips. Use the same tool to make them more red. Use paint brush and smudge to make the lips bigger.
