The concept is to represent a predator of the sea hunting other creatures...something like a spider of the sea...
I changed the elements many times, but I want to show you how I really made it. Sometime is necessary to change a lot...

Mostly done with the liquify and the "mirror" tool

I made a lot of variations of creatures searching for the most interesting.
I decided the one with two heads was the victim...LOL

Starting from the source image (water) I created some bubble brushes

The web were made starting from the main source image and simply liquifying the layers...colors are simply inverted.

And finally I added some bubbles using the "shape dynamics" and "scattering" (options via F5 menu)
