First I made a gradient over the source image of the zebra

Next with the gradient layer I switched the blending mode to vivid light

After I merged the layers I set to radial blur

I drew out one of my little characters that I like to occasionally insert into my photos. I decided to have this one make a peace sign with his hands.

Brought him into a new layer

Just using the paint bucket I filled him in with some bright colors.

In the layer>style menu I gave him an outer glow using white

I decided he needed some cheek color due to over excitement from the psychedelic-ness.

Gave his shirt some wordage.

I decided my computer generated doodle man needed some real life doodles, so found one on flickr (as credited) and set it in a layer behind him

And then set the layer to multiply.
