This is one of the first kinds of edits I learned how to do when I started using Photoshop Elements.
You open the original image and duplicate. You turn the image on layer 1 to black and white then the background layer (in color) is hidden behind the black and white one. You take your eraser and erase the eyes from layer 1(b&w layer) so the eyes from the bottom color layer show through. Flatten and save!
