I subdivided (metaform) a 4 sided box several times, adjusting it step by step to look like a helmet.

I beveled a flat disc into rounded pivots for the glass frames pivot point.
I then rail extruded 3 polygons along the a curve for the frame.
For the glass, I copied the curve used for the frame and made some curves to spline patch.

I made a UV-map base part of the helmet in Photoshop. The logo is the Swedish police version of the national coat of arms, found on wikipedia (replicated by Koyos).
The ground is a complete waste of polygons. Instead of bump mapping, I subdivided a flat box several times and then beveled them. The poly count was massive. The textures are just simple procedurals.

The cars hood is Spline Patched along the curves to the right. I then made a flat image for color- and bumpmapping.
The front grill is a flat disc Rail Extruded along a curve.
The curves for the window, showing to the right, were not used in the final render.
The map on the hood was discarded because I'm not sure about the Copyright on the Google Maps screen shot I intended to use.

The riot fence was made by Rail Extruding a flat disc along two closed curves.

For the final setup I added a town image, made by Anjanas, as a spherical reflection map to all reflecting objects and raising the reflections slightly.
I added a main point light from behind the camera. I also added two reduced point lights with falloff behind the camera to act like red (light) and blue (stronger) emergency lights.
