First I threw in some background textures stocks and cut out an alley wall from SXC for some realism.
Also added a little blood below the homeboy penguin shot down in cold blood.

Slapped some gangs tats on them and some bandanas I had from personal stock and just changed the hue/sat on a couple of them to make these penguins bloods. Also threw in a drop shadow to add depth

Threw in some penguin graffiti and some weapons. Gotta stay strapped!

Some blood spatter on the wall, a quick levels adjustment for ambiance, some police lights for atmosphere, and these ol' G penguins are ready to put a cap in yo' ass!
