Started by placing dog, hunter and source image roughly where I wanted them, after cropping out hunter from his background

placed water behind both images and used faded eraser around dog

used smudge tool to smooth out the closer waves of the water picture

cropped around grass to show water through
step 5 of 7
used clone tool and a scattered/jittered eraser brush to extend the algae
step 6 of 7
Darkened image using curves and levels
step 7 of 7
rendered several layers of clouds, set them to "lighten" and moved them around, also adjusted opacity on each layer. Then used a large soft eraser brush to remove any harsh angles on clouds layers
