starting with the source image, i selected a portion of grass and cut it out....then i masked around the edges a little before beginning to warp and liquify pieces.....

to save myself some trouble, i've broken the warped sections up....(there were like 50 layers and i don't want to merge in case i have to do touch ups).....
using liquify, i warped a bunch of peices, making sure to get various textures, then i used warp to shape them to fit around her body.

used more liquified pieces, larger ones, to create a petal dress around the figure.....

again, liquified some large pieces, warped one set to curl around her shoulders a little, then i duplicated those and flipped them upside down....

used more liquified and warped pieces to make wings, duplicated layer and added a light filter then blended....

cut some edges off one of the liquified pieces, duplicated, merged, repeat...

used a piece from the petal dress, warped to create hat cover....

reduced size of hat cover, duplicated five times and made a roundish flower, changed hue and saturation, duplicated flower, arranged, duplicated, added blur to duplicated layer, then used smudge tool to fray out the edges on the flower underneath......

i grouped all my layers, copied, merged, and added another light filter, then blended....
