With clone tool I took out part of the people that were visible on the foreground.

Cut out the man in a new layer.

Using the clone tool I began erasing his tie and shirt.

Smudge with darken for the hair. Also used healing tool for the face to take out shades, burn to tone the eyes, and brushes to smooth the skin.

New layer, liquify and transparency at 84% for the transparent parts of the dress. Brushes for the stars.

Made the wings from the dress in new layers. Liquify and brushes.

Duplicated the background layer, clone tool to take out parts of the original man.

Radiant blur for the duplicated background layer and set transparency at 75%.
