First I masjed the source to get rid of the background.

...Created a hue/saturation adjustment layer...

... then a levels adjustment layer was created.

At the bottom I created a background filled with black.

At the top I created a new layer. I ctrl-clicked the mask to select the hand and made a path. Using a default drush named 'flowing star' I stroked the path after having changed the brush presets to the way I wanted.

Then I applied gradient overlay to the stars.

I created a brsuh using the default shape named '10 points star frame', made selection, filled the border with a light gray, inverted selection and filled the star centre with a darker gray. Ctrl+D to get rid of the selection and applied 80% opacity. I trimmed the image and saved the brush in my own brushes set.

I created a new layer above the background, and in the brush presets I created the presets for my brush.

One more new layer was created and with a large soft brush I painted bright colours and applied overlay blending, duplicating the layer below afterwards.

On a new layer I stroked twice the default brush named 'fuzzball'.
