I forgot to mention that I added a zoom blur in a previous step. In this image I did the following:
- changed colors again
- created ground using text
- the reflection is just a flipped over copy of the top.

Applied cloud filter, then distorted it.

Changed the cloud layer attributes. Blurred the sides a little bit as well.
