Rasetrsize then make a copy.
Using the copy go to stylize then select wind

Bring into liquify and the Gaussian blur.

Change color

Duplicate layer from step 6 and place above and use screen mode in layers.

Add black background layer.
Blur and use levels on the "FIRE" layer

Blur a little bit more and play with contrast and color.

Now place the original FIRE layer that has been rasterized and place above the FIRE layer that is blurred and has the color. Using a mask on the black fire layer remove some of the image to give the illusion of fire rapping around it.
