First I took the source and cut in half and duplicated layers.

I then merge these layers as one right that is more even.

I use polygonal lasso tool to select 4 flames at a time. There were exactly 24.

I adjust the hue on each.

I duplicate the layer several times and use free transform to pivot just a hair and slightly shrink smaller.

I used liquefy to better center the center.
step 7 of 7
Using a section of the original burner flame, I used free transform to stretch it to fit a background. Finally, used filter/blur/radial blur/ spin 50%.
