I applied a noise modifier to a plane for the ground then added a mesh smooth and a standard texture which i mapped with a uv map modifier.

I then added another plane for the city and applied the greeble modifier added standard texture and uv map.

I then placed a couple of trees in the scene with standard texture and uv map applied.

I used another plane this time for the fence and using a standard texture of a security fence i applied with a uv map. I also put the texture in the opacity slot to complete.

This point i setup a camera and the lights. For the search lights i used spotlights and added a volume light to the atmosphere/effects slot then adjusted their settings til i was satisfied. The aircraft objects in the sky were just basic spheres manipulated into a aircraft shape, the red and green lights are omni's with a lens effect and glow added.

The sign was a plane which i moved the verts on to give it a damaged appearance i then uv unwrapped it and opened the uv in photoshop where i added text, colors and some brushes of mine to give it a worn dirty look.

To finish up i added some bullet hole and then saved the image and added to the plane back in 3d max. With a little more fiddling here and there the model was finished and rendered with mentalray.
