first, i made the train out of pieces of wood i cut from the source pic.....transformed as needed and shaped to fit. then i darkened the levels on the various pieces....

these are my merged parts...i added blue light filters to the headlights on hue, or maybe luminosity

duplicated layer, blurred, added another light filter to the whole thing, layered on overlay at lowered opacity

text layer, lowered fill opacity, added bevel and outer glow

added a black fill layer on top, rendered a few lights to it, layered on hue at a lowered fill opacity....
