first i drew the image with the pen tool.

here i took the source and changed the color to an orange by going to hue and saturation.

then i added the source again but i left it the color it was originally
step 4 of 6
then i selected part of the golden wing to make the fins
step 5 of 6
then i took part of the sky and filled the background.
step 6 of 6
