I like a lot the composition of the source so i decide to keep almost the same for my picture
Use Image > Canvas size... to enlarge the height by a 200%
Sketch and draw the woman with the pentool, cut the top part of the lamp post and place it in her back as a flying machine, use Image > Hue/Saturation (ctrl+u) to change the colors of this part.

Cut the statue from the source and desaturate it (ctrl+shift+u) use the smudge tool to reduce the photo sharpness and on a new layer in overlay mode add color to it.
Fill the background with blue and use big soft brushes to paint the clouds. Use a very low opacity to paint the background ones
On a new layer begin to add shadows to the woman and add some color to the lamps.

Continue with shadows and add more color.

Add some highlights now on a new layer in overlay mode.

More hightlights and more contrast added another layer in overlay mode.
step 6 of 6
Continue adding details now using thinner brushes.
Reduce a bit the brightness and add use Filter > Distort > Foto filter to add a vignette effect to the final image.
