Making the background:
bottom layer: fill with dark grey, add lense correction filter (filter > distort > lens correction).
mid layer: add some colour dots, add very much gassian blur. Layer mode: overlay
top layer: render clouds, opacity 25 %, layer mode: overlay

Creating a top hat:
Draw three parts: the hat body, the hat egde, and the hat opening. I've colorized them with different gradients using black

and grey. The hat opening also have some outer and inner glow (with grey colour).

Creating the table:
draw two elipses, add gradient overlay to the top. To make table foot, use pen tool and stroke the line. Add gradient

overlay to this too.

adding obama
This is my source:
I used pen tool to cut him out. Obama was lit from behind (as well as from the front), so I used burn tool to remove highlights from his back.

adding the pigeon
I used pen tool to cut out the pigeon, and gradients and a gradient map to correct the ligth.

adding the globe to the table
I put a globe on top of the table. Layer mode: overlay. I used curves to fade down highlights in the image.
