so i started by filling in the background. then i took a soft brush and made some crazy lines on a new layer. then on another new layer i did the same thing with the crazy lines but with a different color and a lighter opacity

then i drew the people. i used a hard round brush for this. what i did was by holding down shift and click in one spot then i clicked another spot. if that makes sense. it makes it to where your line will always be straight. anyways, i did this with short storkes. to get the roundness i needed

then on a new layer i added a redish tone using a soft brush i made a dot and erased parts i did not need. then on another layer i added a yellow. and did the same thing. then i added lines of a brighter yellow. then on a new layer i used a soft white brush
