First I needed to mask off the stone pavers. Lots of time involved here. After I had my mask, I used a slight Gaussian blurr on the mask to give it a smoother edge transition.

I wanted the dirt to look--well dirty. So I duplicated the original source image and applied a Hue/Saturation adjustment. I used the color 603913 to colorize the duplicate. With the colorized layer on top of the orignal, I changed the layer blend mode to color and set the opacity to 73%

I then pulled in the picture of the girl. Once again my thanks goes to Muzo for the stock image.
I then used the transform tool with the perspective setting to better align the girl with the plane of the pavers

Next, I duplicated the layer of the transformed girl. On this layer ran the Filter>Sketch>Water Paper. I played with the settings until I had something I liked.

I, then, place a copy of the Filtered girl on top of a copy of the color adjusted pavers. The girls layer blend mode was set to Hard Light and the opacity was set to 59%.

Next, I used a copy of the orignal source image to make this Displacement Mask by adjusting the Color/Balance and using Levels

This is the result, after apply-ing the Displacement map to a copy of the Transformed Girl layer. NOTE: Since the girl's layer was transform using perspective part of the layer was "off the artboard" so to speak. So it is very important that this layer is crop to the bounds of the artboard BEFORE using the displace filter. I did this by simply control + clicking the original background layer to get a selection and then using Image>Crop.

Now I needed to apply the same mask to the girl as I used on the original source. I did this by alt+dragging the mask thumbnail to the girl layer. This layer is placed on top of all of the other layers. Its blend mode is set to multiply.

I then made ALL of the layers below the layer in the previous step (with the exception of the orignal background layer) in to a group. I duplicated this group and moved the copied group on top of the Masked and diplaced girl layer.

I applied a gradient mask (a simple black to white from left to right) to the diplaced girl's layer. Since she's already masked, I had to make her into a group by herself and then apply the mask to the group. I then duplicated this group and changed the mask to another gradient (black to white to black) to make the water stand out a little more. The bottom girl layer is still set to Multiply, BUT the upper layer is set to Normal.

I had to play with the mask some more, but this is what I finally came up with. I hope you like.
