Selected the coconuts I used and copied them in separate layers.

Used liquify tool and free transform to make the creatures. Dodge and burn where needed.

Copied pasted part of the original image in new layer. Dodge and burn at the margins and eraser tool to smooth the edges. Then duplicated layer many times and merged them down to create the source I used to make the walls and the pavement.

Free transformed the wall / road layer with perspective. Eraser tool to smooth the edges.

New layer then add noise to it.

With magic wand tool I selected part of the noise layer and deleted the selected parts. Then I used motion blur to create the rain. Duplicated layer two more times, eraser tool where needed, dodge and burn. New layer added the lights using a soft round brush.
