1)i adjusted the colour for the rocks and the water portion from image-adjustment-hue/saturation.
2)i used ocean ripple from the filter tool and gave some part a watery look.

i used a pen tool to make the bridge.
step 3 of 4
with the help of filter tool-dry brush i applied it on the bridge to give it an old rusty look

finally i added moss to the rocks with filter tool/spatter and then added shadow/highlights to the bridge and then the image
