To Make the Sky I used this photo of sum plants growing near my house (Taken with a simple sure shot I carry with me 6.0 mega pixels)

masked out the sky and source and placed the plant picture behind it

radial blur the source (duplicate first) and flip
this will make sky streaks

Go through the source photo and remove all humans (they are very distracting if they are not the subject of the image) they're clothing and heads draw to much attention away from other subject matter if they are not the focus... use clone and cut and paste with the eraser tool to clean the image so the fun stuff can begin

blend the golf course into the bottom of the image and
add the snail, retain some of the stone surface it's crawling on to add texture to the cement golf walk way

blending three of the pictures to make the sky.. using opacity filters

Make the NO Trespassing signs.. use pen/shape tool to make the rectangles (curved corners) use one of the blue light towers to be the sign

add George and all the signs.. bevel emboss (government offices always go over board with no trespassing signs)
start adding shading

make the tags with a simple rectangle then shear and burn
use shape pentagon to make the tag hooks

Make simple talk bubbles with marque tool oval, just white paint bucket them then add a black stroke

Use stroke and text warp to reshape
then add emboss/bevel

add eyes to slugs with erase and a very soft brush

all the shading done with burn and black ovals that are Blurred with Gauss
