using pen tool extract the image from the background

create a new document, wider so you can copy and paste your image. then duplicate the image and go to transform and rotate horizontal. place the two images together in this way

select only one image and press the eye icon on the other image to hide it. go to image- adjustment-desaturate.

with the image desaturated, press ctrl+i to invert. and you get this image.

with the image desaturated and inverted, press channel and ctrl+click on the rgb icon. this will select one part of the image. now press ctrl+c and go to layers. in layers pres ctrl+v.

now go to image- adjustment-levels, and give more contrast to your image. then go to image-adjustment-hue&sat and when is open press colorize and play with the color you want to give to your image.

now create a new layer and with the bucket fill it with black.

put the newly created layers in the background. this is what it looks like.

now its time to add the fire. open your fire image and go to select- range color- with the eyedrop pick black- press ok

now press ctrl+i and then press ctrl+c go to your image and there press ctrl+v

now its time to start adding the flames. but at this point you must be sure to create the fire layer under the transparent layer of the girl. in this way its going to look like the fire is emerging from the body.

when you are satisfied, create new layer above the transparent layer of the girl and continue adding fire until you get what you want.

now its time to do the other girl.
press the eye icon and make it visible. now desaturate the image, press ctrl+i to invert the image. go to channels and ctrl+ right click to select. now press ctrl+c, go to layers press ctrl+v and you have your new transparent girl. go to levels and then go to hue&sat and colorize the image.

select your clouds image and with the lasso tool select the part you want

press ctrl+c and go to layer work and there press ctrl+v.

create a layer under the transparent layer of the girl and start adding in different layers clouds. here I used free light brushes.

again create new layers above the transparent layer of the girl and continue adding clouds. until you get what you want.
