Pick a piece of the wall texture, use levels to increase the contrast and place it into the dragon shape in overlay mode

Repeat to fill the entire body, don't, warp the texture pieces to wrap them around the body.

Use the rectangular marquee tool to pick a square piece of the wall texture, copy and paste it, apply Filter > Distort Polar coordinates... to make it circular

Apply a piece of the stone at the bottom of the image to the horns and the claws.

And texture from the wall again to the belly/chest.

Use the broken tree to make the trunk of the flower and the leafs.

Pick the stalactites from the left to make the petals

and a piece of the stone to make the centre

On a new layer in multiply mode begin to paint the basic shadows.

Use some Hue/saturation adjustment layers to add more color and improve the shadows,

And another layer in overlay mode to add lightness.

Use soft (white) brushes with low opacity to paint some light.

and continue painting to blend the dragon body border, now with smaller brushes
