First I took a picture of my hand. Than... I'll add more steps after changing the bullets :D

I took the bullet from here: http://www.flickr.com/photos/irisheyes/265262158/, removed the background, using clone stamp tool removed the sign on it. I made three copies of that layer. On first I used motion blur 200px, second- gaussian blur ca. 1,5px, 50% opacity and moved it to the left, third I left an original an also moved to left side. Put all layers togheter and work on it a little with smudge tool.

Opened the image, put motion blur and green photo filter about 85%. Put bullet on it. Duplicated replaced and resized the bullets. Cut the hand out of background, colorized it green with low opacity and I put it to the main image.

Used bubble brush (huge size) colour green to create the "security layer" with inner glow also green. I put water rings on it and modified them a little (opacity about 25%). To destroy bullests I used filter- liquify. Put black stripes, added some more green photo filter and levels. And that's it!
